First off let me say that I know first hand about police academy and the training they receive. Officers are trained to handle the commotion of onlookers in tense and stressful situations. They know that many situations invlove onlookers, bystanders, etc and are trained on how to handle them.
They are tested at the training facility about this information and put into mock situations where people are on the sidelines and shouting things out etc.
For those people who say this guy should of minded his own business, I say SHAME ON YOU!! What times do we live in where we turn a blind eye to the woman being raped, a man being robbed, or even a man being falsely accused of running a stop sign or a red light. Are we so insensitive these days that we as human beings now turn a blind eye on our fellow man because we are afraid of the consequences?
If this man truly in his heart and mind saw that driver stop at that sign and then these officers accusing him of running it, then it is his DUTY even his RIGHT as a citizen of the United States of America to offer to give his info to the person so he can testify on his behalf and give WITNESS in a court of Law.
Our Judicial system allows for the use of eyewitness testimony and I cringe to think what it would be like if we convicted every person accused of a crime with the sole testimony of the arresting officer. We would then up their status to not only officers of the law but judge and jury as well.
If the officers in question felt threatened they should have followed police proticol. First ask the dog walker to remain 15-20 feet from the scene, inform him that if he wishes to exchange info or converse with the accused he may do so after they have issued their citations. If the dogwalker takes out a camera and begins to take pictures thats his FREEDOM to do so. This is America and there is NO law that should prevent you from taking an officers picture as long as you are at a safe distance and not shouting obscenities.
Finally, if still uncooperative, you inform the dog walker that another offense will result in him being handcuffed for his and their own safety.
This man made no aggressive moves I watched the entire 7 minute video along with a 14 year veteran of the Alexandria Police Force. You can clearly see in the video that the man takes out his camera phone and begins to take a picture at which time the officer on the left holds up a piece of white paper to block the camera. Then they grab his arm and lead him to the rear of the police unit and begin to subdue him. The officer even punches him twice in the chest while the dog walker is against the fence. After he is subdued and sitting on the ground they talk for around 30 seconds and you can see the officer asks him for the camera at which point the guy refuses and the officer bends him over while handcuffed, puts his knee on the guys head mashing it into the concrete and searches his pockets until he finds the camera.
Then the officer looks at the camera like he is trying to find any pictures on it and after he is satisfied he places the camera on the railing of the fence.
When they have the right to make you not film them, not take any pictures, not offer your services as a witness in a court of law, then my friends we have ascended into darkness and you may as well just roll over and give up all your freedoms. Just give every officer the power to judge, convict and execute at will.
I agree that if the man felt he saw the driver stop at the stop sign he should let the driver know. But not while the officers are dealing with the driver. When they are finished with him then he could go to the driver and give him his name and tell him he will testify on his behalf. You don't do it while the officers are dealing with the driver. That is interfering with an officer doing his job. Plain and simple!!
