If you accidently go over with hip boots on they will for sure fill up. I think chest waders with a waist belt would be safer as they would not fill all the way up like hip boots would.

Yeah - I'd wear rain pants and deck shoes - something I could kick off. I"d hate to be in my waders unless I'm floating a shallow river or stream. Something I know I could wade.. I stepped over a deep drop off in waders duck hunting two years ago. scared the crap outta me - so I don't wade anywhere with deep water unless I got a jacket on. I don't know how I got back up to the surface - Guardian Angels I guess - but it sure scared me..

I've gone over my waders with a belt on. Doesn't have to be super tight. About like a normal belt on your bluejeans. But it definitely slows how fast the water enters, so it's a great suggestion/idea.
The same tightness as you need to hold up your blue jeans.
Launched and landed my yak last weekend off a concrete ramp without getting my feet wet . Just got in and pushed off with the paddle .
I do the same as TN.. At the end (up until yesterday) the ramps have a concrete curb on them. I just step on that and walk up. yesterday I was too cold to care. I just stepped out into the 4 inches of water and walked to the truck. I'd be heading home at that point anyways. haha. I was frozen and just said the heck with it.
