Yes u can u just cant go into indiana or ohio tributaries without that states license actually kentucky owns 3/4 of the ohio across it. Not sure on the ramps to put in at. I don't believe you can fish in the Indiana tribs with a Ky License. You can fish the Ohio River. I believe you have to have a non res Indiana license to fish up in the Indiana tributaries.

You can fish KY creeks and the main stem of the river. IN and OH creeks require license from that state. If you stay in KY I think you can get to Big Bone pretty easy. If you go into OH, make the trip to Tanner's in IN.
