I hate to say this on here but your battery guy is dead wrong.
Batteries should be fully charged before adding any fluid, then should be brought up to the very bottom of that tube or to edge of plastic over the plates. Unless your charger is overcharging you should never have any boil over or boil out. Secret is fully charging before adding water.
