I think if they are using over three poles then yes, three poles and under the tags are not needed.
I just want to make sure I'm on the up and up when Mr. Green Jeans stops by. Here's the scenario. I have eight poles setup with double rigs. All eight poles have my conservation number or my name and address.
A) So far so good right?
Now my dad is fishing with me
B) do I need to change the conservation number on the poles he's using?
C) can he keep his own fish using my poles?
Now my wife and daughter is fishing and I'm just baiting and helping
D) do I need to change all the conservation numbers?

Good question about some gray areas. Have wondered about guests using poles with my name on them, I they catch a fish using a pole with my name on it does the fish caught go on the Guest's stringer or on mine?
Some good questions being asked. I have also wondered if you can put multiple names/ numbers for the people that use the poles? If you did that could any fish caught go in anyone's bucket depending on who still needs fish?
I will put this in the ask the agent forum and see what they come up with. I have all my rods labeled with my info. I have never been asked about labeling but if he right agent came along it could come up and be an issue.
So I wonder about the guides on Truman, surely they don't label the poles each time. I agree, need to put it on ask the agent forum.

I was checked while rigging truman a couple of years ago and the agent did ask us if we had name or # on 4th pole. We just showed him he didn't check to see that the numbers said.
