    Not sure if this helps or makes it clear as mud?

    Mentions "sailboats" under 12',and that t.m.s don't need to be registerd,but any motorized boat does....I would make several calls and get something in writing-WP likes using their ink and paper.

    You may have a "Catch 22" situation on Smithville. Sounds like the state doesn't require registration but Clay County will require a county permit...which may require the boat to be registered with the state.

    HOWEVER... If you launch at one of the many Corps of Engineers access sites that are not operated by Clay County Parks and Recreation you are OK. That's the reason some people use the Plattsburg (free) ramp. Clay county has no jurisdiction ON the water. That's the jurisdiction of the MO Water Patrol and the Conservation Dept. You will have to drag it to the water at the access points with no ramp... look for thorns. There may be some places where you don't need to mess with the TM and battery.
