Trouble shooting has to be methodical. When you said it was spark plugs, did you do as I suggested and try individually? Also when you then said it was kill switch (you called it power switch) did you try removing the connections on the block and switchbox as I suggested?
Yes, I tried taking one plug out at a time. It spun over fine with the rope and by hand, with more resistance of course, but the rope pulled all the way out.
Disconnecting the wiring to the kill/power switch I could spin it over but it did not start. The rope did not stop short like it had been.
This is a pull start only motor, no electric start. I apologize for not being as clear as folks might want and I know you are trying to help. I do appreciate it.
