The boat I got a few months ago has a 80# ulterra and it’s 20’. I have a 40 amp circuit breaker with 8 gauge wire, it was all on the boat when I got it. I see the manual calls for 60 amp with 6 gauge. Is that something I should get fixed asap? Could this do harm to the trolling motor?
Yes.
You can never go wrong with quality electrical parts as replacements. Get marine rated wires and connectors. Replace the crossover cable on the batteries, also.

I say it needs the 60 amp breaker and 6 awg wire also

Likely won't hurt the TM, but you must not be pushing it hard or you would be blowing the breaker. Max draw on that motor is 56amps.
60 amp breaker and at least 6 gauge wire. Make sure you get marine grade components.
