If you know for sure it's a pee hole, make sure dirt dobbers have not filled it with dirt. Happens more than you think. Take a piece of weed eater line or mech wire and shove in the hole. If dirt comes out, that was it. If not take rubber tube off and make sure you can blow through it. If all that is clear it could possibly have a thermostat that doesn't allow water to flow from the pee hole until a certain temp. I'm not familiar with engine so I don't know for sure. Water pumps are normally pretty easy. Scour Web and try to find a breakdown of the engine. I would say completely doing the pump and not just the impeller would be less than 50 dollars.
