Scrat and Dfar the shift cable moves first and catches gear then the throttle cable moves. I guess I'm going to have to take it to the shop. That's scary!! $$$$$$$$$$$$$$$!! Thanks for your help.
If it started after you changed the cables you have them out of adjustment or the cables are "connected wrong". I would check to see if you have the cables in the correct locations.
The one that moves first is the shift cable.
I would recommend taking it to a mechanic if you are unsure. Trying to run it the way it is will damage the lower unit .

If you have a manual look up the procedure for doing a "link and Sync". Along with timing this procedure will also cover adjusting the cables. Just keep in mind it must be done in the exact steps given.
