Question 1974 johnson 70hp tilt question

when i go to trim up my motor to get on plain. my motor will not trim up under the load of the motor running. I took it back to the mechanic and he bled the tilt. and it still did the same thing. and he told me that back in 74 that this was sold as an add on accessory and that it is not an actuall power tilt and trim. that it was just used for tilting the motor up out of the water etc... I was wondering if anyone could shed some light on this for me.

Another thing is that when it is out of the lake and not running. you can tilt it up and try to push it back in and it will not budge. but in the lake running it will not trim up or down unless you are neutral and not moving please help me.
    Thanks

I can't find an answer but i researched some on it, i came up with this it is close to the same problemClick Here From what i have read, it should work like a normal power tilt and trim for that year, Maybe some of the wiring is crossed up...

They do make power tilt only and since your works only in neutral I'm guessing thats what you have.
