I don't know all of "where" they are in Tenn., but I do know they're in Watts Bar, as I've caught them from there. As far as "what" they are, I'll let Google explain .....

    What is Tennessee Tarpon?

Skipjack Shad (Alosa chrysochloris) Fish Description

A member of the herring family (Clupeidae), the Skipjack Shad is known for leaping out of the water to feed; thus, its name. It is also known as Tennessee tarpon, golden shad, blue herring, McKinley shad, and river shad.

Skip Jack Herring. They are in the Tennessee river chain of lakes. I will find some more information and post a link.

It says they can live in both fresh and brackish water. It is legendary catfish bait in these parts. I used it jug fishing in lake Guntersville. I had 2 bass on the jugs. Unusual to catch bass on a cut bait. Everything eats skipjack
