Personally have seen this with the Capps and Coleman vs HiTech fishing rods. both are graphite, but there was no comparison in sensitivity. the bite was so light it went undetected on the hitech. they've since become dedicated crankbait rods. at least they weren't a total waste of money.
I have seen the exact same set ups (poles, lines, reels, rigs, and bait) inches apart have the same results. One pole get hit all night long and the other barely got looked at. We even switched poles and spots, he still couldn't buy a bite.
