Is it legal to put structure into the lakes or are you supposed to get a permit?

Unfortunately, in Kentucky you have to have a permit to discuss permits. We are fortunate to have a state paid bureaucrat behind every tree and rock. Just remember, its for your own good and we should be thankful that they are there to protect us from ourselves.
Please remit your Administrative penalty of $5000.00 per day directly to the Cabinet for Internet Monitoring.

RCO
Dont know about you guys but we do almost what we please over here in Ga.:p Corp or DNR (dont know which) stacks trees at all the boat ramps after Christmas here just for us to drop.
Health nuts are going to feel stupid someday, lying in hospitals dying of nothing.
The Corp at the dam at Nolin said I can put stuff in the lake if it will not becme a hazard to boat traffic, they will give you a permit to do so and they will furnish blocks if you need ....but they want you to map it and they will put it on a free hand out at all baitshops and Corp offices.

You have to contact Corps of Engineers with your intent. They will send you a map for you to indicate where you intend on sinking structure. You send the map back and they give you a permit. They also send regulations on sinking structure. For example: it must be 5' deep at winter pool, not located on main or secondary channels, and not made of treated wood. That's about all I can remember right this minute. Call the Corps office in Grand Rivers, KY for more info.
