I looked up the last survey for carr, 2008, and no crappie were caught in sampling. It was a survey of bluegill, so that may be just on where they were doing the sampling more than a decline in population. They did catch some in 2000 survey.
I used to fish it a bunch, but haven't been there in a long time. We used to catch some nice black crappie there though. Last time I fished it was for bass, but dad and I used to go there for panfish fairly often.
Is one lake where you aren't going to have to worry about the ramp being too crowded for sure.
Manitou would be another lake that would be a good choice for crappie fishing, and with two ramps there is usually parking unless there is more than one tournament going on. Crappie fishing there can be hit or miss, but I caught some last year bass fishing.
I mostly just fish for crappie at missy and salamonie, so I'm not much help on the natural lakes. I know some of the lakes I'd try parking would be the issue.

Thanks everyone for all the input. I've researched Carr Lake a bit and it appears to be a really nice bass and Gill fishery. The access looks to be nice with parking along the road to accommodate quite a few folks. I know this is a Crappie board, but would anyone be opposed to catching nice sized Gills. And you never know, someone might find those Crappie. I was thinking September 12th as a date. Feel free to make any suggestions as far as time. I am thinking mid afternoon.

I will probably be fishing the slabmasters tournament at Mississinewa that weekend. If I happen to not fish that tourney then I could be there. I fish for bluegills at night with vexilar and an ice rod a lot. It can be a blast catching 9" gills on 1-2 lb test with a 2' ice rod in open water.
