This probably varies from state to state, but in SC if your outboard is over 10HP, your homeowners insurance will not cover you in a liability suit. If someone is injured or killed (or drowns) and your boat is involved, you can be sued in civil court for huge amounts of money. The boat insurance covers this, plus the other obvious things like hitting a rock and taking out your motor or transom, even the theft of DF or TM.
But the big issue is your exposure to liability just like in your home if someone gets hurt on it they can sue you, and usually win.

This thread just reminded me now that I'm not selling my boat to put insurance back on it. I browsed around and will probably go with Progressive.
