Sounds like some sort of sabiki rig maybe...those are used to catch bait and usually have a half dozen or a dozen hooks...but I've never seen one with red yarn. Or I suppose it could have been a chum block. Were they actively fishing with it or did it just stay down in the water? I'm sure a bunch of people will know what it was if there was a picture.
