Chances are the only ty wraps used are those that you can see. Cut those loose then tie a strong piece of cord to the cable and try to pull it out. Once you get the old cable out you can use the cord to pull the new one in. If that doesn't work borrow a fish tape from an electrician or telephone installer and you might be able to work it through. When you get ready to pull the new cable in pull an extra piece of cord thru with it and just tie each end off so it can't be pulled out. This piece of cord will be priceless a couple years from now when you decide you need another cable or power up there.
