Specifically 50 degrees below zero for 24 hours or 10 degrees below for 14 days. Anything less than that is unsafe. That being said I make a shrimp Ceviche by flash boiling the shrimp for 90 seconds then dropping in ice water to stop the cooking. The shrimp are peeled first, then butterflied almost all the way through so the shrimp flash cook. Afterwards they make a great Ceviche.
The only fish fresh or salt that I know has no parasites is the Gulf Flounder.
I was flounder fishing off of a pier on Dauphin Island. The group of Asian people just down the pier would catch a hard head catfish. Cube it up in a stainless steel bowl cover it in soy sauce and commence to chowing down. I like Sushi but I had to pass
