Tackled (pun intended) the rod locker lid situation. Here's the result -
A 7' rod goes in easily.
There where a couple times, after this issue started, it would work properly and would run at 4800rpm, for a 1/2 mile, then start surging.

Good job. Wish I could help you on the motor, but a mechanic I ain't.

Thanks!
I primed the fuel bulb, fuel came out the front of at least one carb, there's three of them. I think I need to pull them off, and check them out.

Finally made and installed the lids for the four new lockers, need to install the latches and gas struts.
The "palma horse" seat fits like glove! When I made this locker, I had this seat in mind. Not sitting as you see it though, that was a mistake, one that worked out for the best!!!

That boat is gonna be awesome. Very well done.
Update on the motor yet?

tlefire - Thank You!
No update on the engine, haven't touched it. Been working on the lids. All of the lids now have locking latches, most now have gas struts. My reason for doing this, over working on the engine, I want a solid surface to walk on. I about busted my butt on the initial test run.
With any luck, this weekend I'll remove the carb's, go through them. Take the fuel pump apart, check it out. Check the fuel filter. Test it again after that. If I still have a problem, I might have to buy a timing light. I have no experience with that though, another learning opportunity! Unless I'm overlooking something else?????
Last summer, I replaced all fuel lines with original size, rebuilt the carbs, and fuel pump. I'm wondering, since it sat a year, if I "caused" a problem. The fuel tank has also been cleaned, with some wonderful guidance from this site!! I did add some seafoam to the tank.

Removed the carbs and fuel pump. Had a couple of tangs, in the carbs, out of adjustment. Found no issues with fuel pump.
Ran good at home.
Went to Carlyle this morning. Same issues. Idles great, comes out of the hole great, 1/4-1/2 mile later, it starts surging, like it's starving for fuel.
If it dies, or I shut it off, starts back up immediately. I feel like I'm overlooking something simple, still don't have the carbs set right, etc.
On a good note, I fished for a little bit, caught one also! The skunk is officially out of the boat!

Three other things -
1. The millennium seats (b100 I think), are very comfortable! There where some good rollers this morning, I did not feel like I was getting beat up when hitting those waves, for the short time that the engine ran good. I know, lots of other things that go into this also.
2. With the 36 volt trolling motor, on 60%, the boat went easily into the whitecaps.
3. The gatorback bunk covers, phenomenal! Makes loading and unloading a breeze! Time will tell for longevity, for now anyway, it was worth the money.

Sometimes those little check valves in the fuel pump get crud in them and won't work properly, the diaphragms get stiff too. I'd throw a kit in it just to rule it out, probably needs it anyway.
When it's acting up try squeezing the primer bulb, have a helper lay on the deck and squeeze it while running. When everything is working properly, the bulb should be hard when the engine is running.
The timing is not likely to be the issue, unless there is a mechanical problem with the trigger, causing it to move around. Not a bad idea to check it anyway, and make sure the little rubber bumpers on the throttle arm stops are in good shape, they can break and cause the timing to over advance, you probably know what happens then.
Again, probably not the cause of your issue, but you should get a service manual for that motor and go through the link and sync procedure.
