You would probably get your answer by calling your local license bureau. Outboard motors do have to be registered in MO. They give you a sticker to display on the cowling.
I am in the military and just brought my boat to Missouri from Illinois. My question is, Since I am a resident of both Illinois and Missouri due to me being stationed here. Due I need to register my boat in Missouri to get the boat decal. I was looking on the MO DNR website and it was saying outboard motors need to also be registered. I am just curious of what I need to be legal in Missouri before I take boat out fishing. Any information on this would be appreciated.

If your home of record is still in IL you should not have to register in MO. But as Speck said Call the MODOR for a double check.
OK thanks for the info on that, that's what I figured but going to call today and get some answer so I can get the boat on the water.
It only needs to be registered in one state, so I would just go with the existing Ill reg.
