Doesn't all minor's have to compete a safety course before handling a gun, shotgun or rifle. even if on a shooting range. I say Yes am I wrong
Wrong.

If the youth is not hunter-education certified, he or she must hunt in the immediate presence of a qualifying mentor. Which means they can hunt as long as they are with an adult that possess a deer tag.
why? just curious?as long as they are with an adult that possess a deer tag.
If he is on a private range he can shoot. but can't carry a shotgun in the woods ?? Not talking about deer hunting.. Just guns in general
If you are talking a shooting range or non-hunting situation then no, whether or not a youth they are not required to have a Hunter Ed. Certification. I don't believe even MDC staffed ranges require the shooters to have a Hunter Ed. Certification, lots of non-hunters use those ranges on a regular basis.
you don't even need to be hunter ed certified to hunt anymore. you can hunt for 2-3 years (not sure which) with a certified hunter before you are required to go take the class yourself. That applied to small game/ducks geese/ deer etc. Supposed to help get more people interested in hunting but kinda scares me!!!!
