It is tractor tires and poly pipe. The purpose is to prevent erosion of the levees. There is no trees on reservoir except on the south end and it is located in southeast Arkansas on the prairie. Without stuff like that, the levee wouldn't last a week without washing out. 10mph winds from any direction other than the south there will be rollers on the water.
