For a rod I'd buy the Norseman 6' Ultra lite from Grizzly jig. For a reel I'd look at models of Shimano, Okuma and Pfleuger that fit the budget after buying the rod.

I'd go in a slightly different direction, my friend. While I'd certainly go with the Norsemen Outdoors ESP lineup of rods, and definitely purchase thru Grizzly Jig ... I'd go with the Power Lite series over the UL's. I'd go with the 6'6" rod if I liked/wanted a extended handle, or the 6' rod if I didn't want an extended handle. The length of the rod, from the front of the handle to the rod tip is the same on both rods, as the extended handle's 6" of length is the only difference.
As for a reel to fit & balance the rod ... something that weighs around 8oz in the brands you mentioned, and I'll add Mitchell to that lineup choice.
My current "casting" outfit is, in fact, a ESP Power Lite 6'6" rod paired with a Mitchell 308X. The reel is a bit heavy for the rod, but it's a little butt end heavy, so it's not that big a deal.

I have come to love my Trout slayer series rod, now sold as the TCB and believe it’s sold by BnM. It’s also sold as a combo. I do almost everything with it and it’s a featherweight. Mine is 6’6” and I don’t use many jigs over 1/8oz.
