Schmoopie, they have always been kind of backwards with their regulations, even for hunting. In the past few years, they are finally listening, or at least letting the public voice their opinion, before changing some rules.
It's just odd to watch the catfish guys with 6-8 (or more) rods hanging off the boat or someone spider rigging with more rods than Bass Pro and then hear that there's a 3 rod (up from 2) limit in some states. The "trophy crappie" lakes around here allow 4 rods per person and that's just a restriction on specific lakes.
