It some sort of silicon i think. It is reasonably strong but crazy stretchy and wiggly. They look like a worm has just fallen from the sky and landed in the water. There are lots of small aquatic red worms in the water and around the banks. Just about everything eats them. This is a great little bait to mimic worms or small baitfish. The material can be found at fly shops or online. Look up squirmy wormy.

Here is a brand i really like. After using several brands, this one has the most elasticity of what i have tried.
I know what i am about to say is controversial in the fishing world but depth and speed trumps color every day and twice on Sundays. Yes, even when crappie fishing. If I only could pick one or two colors it would be chartreuse and red. Something bright and something dark. Red works on trout in clear water and cats in stained. But, So does chartreuse.
Yes, I use LOTS of different colors. Mostly because I like color. I think it has little to do with the fish. What can i say? I love flipping open a box of colorful hand ties. It's part of the beauty of fishing.

I personally have had pan fish success using this product in many ways
Especially for the very young fishermen who are yet a little squeamish toward live bait
