Freeze them till garbage day.
They are a resource and should be returned to some body of water so the critters that depend on that sort of thing can use them. I am lucky enough to have a pond on my property and the turtles and catfish make quick work of what I throw in there.

Got too many bears round these parts to put in can. I hear tell the Lil Sammy's convenience stores really appreciate people leaving them in the cans at their entrance.

The gravel road to my house parallels the creek .I dump them in the creek and the coons clean them up overnight.
I have also froze and gave the refuse haulers a present from time to time....

When I lived in the city, I would clean my fish, put them in a couple of plastic bags and drop them in the trash bins next to the gas pumps when I stop to get gas. I've also frozen them and put them in my can on trash day. Now, I put them in my compost pile. Before I get a chance to turn it, the buzzards, farrel cats, coons, opossum, and everything else have them gone.
Some states (like mine) will not allow you to legally dump fish refuse in water unless privatly owned.

Sometimes when I don't use the local cleaning station with a grinder/disposal for fish scraps . Then bury them in garden or dump in woods or return to the lake .
