I always put in at the city launch on the north side. Straight out from the launch, between 20-30' of water, there are usually schools of perch. There's perch both sides of the launch at the same depth, from Picnic Point (shallow) to the west, and the big willow tree to the east (you can see it on Google Maps).
My method is to start by trolling a bottom bouncer walleye setup with crawlers on the bottom until I locate a school with bigger fish, then hit spot lock (or anchor) and dropshot with small jigs and a bit of worm. Once you get a small sacrificial perch, use a small bit of perch meat with the skin on as bait.
If you're stuck on land, fan cast dropshot jigs with worms from the end of the pier until you locate a school. Then fill yer bucket.
