    I think it's the Rosenberry brothers. One was named Harry but not sure of the other one.

    Some of you had good answers. It was Harry and Walter Rosenberry. They started Garrett MFG. Co. in the 1920's. They actually operated under 3 different names...Garrett MFG., Rosenberry MFG. , and Shurlur MFG. The brothers sold painted lure bodies to Creek Chub Bait Co. and also sold finished lures under their name to the public. Of the Shurlur line the CEZ Shurlur was popular.
