I got interested and did some research. From what I could find it is caused by a virus. I could bot find the article Dollfly has mentioned

We see it a lot this time of the year not usually that bad. An may not be the same thing. In my opinion it is late spawning fish these fish I follow every year an they finish spawning first of June usually second week of June they will have sore places on them in their fins an sometimes around their gills. This is the only picture I have but most are worse than this one

Hey all,
I sent the picture to the TWRA. They responded that it looked like a “prolonged bacterial infection initiated by an open wound or abrasion while spawning”. Makes sense.

You jogged my memory. I intended to check on this years ago.
I found this site and it looks to me like it could be this Lymphocystis thing.
