While Russell is a Corps of Engineers impoundment, the Corps has turned over operation/maintenance of the boat ramps to the states of GA and SC. So I believe that the Russell ramps on the SC side will be off limits under the governor's order. I'll keep checking and update any new info.
There's a chance that the SC folks shifting use to GA ramps will have a domino effect on GA's ramp situation as well in the near future. But we'll see.

I just noticed that U.S. Forrest Service has closed their ramps in SC to follow Gov McMaster's order also.
Meanwhile GA is encouraging folks to practice "dispersed recreation" to include hunting and fishing. That is even an exception to their Stay at Home order from what I am seeing on the GA Wildlife Dept website. All their public ramps remain open. Also, they don't have a 2 person per boat limit either.
Not saying this is good or bad, just that it is vastly different across the river.
