    That's sounds like a crappie hole Brett! NC has a lot of those crappie spills don't they. Never hear of any fines to be paid for open discharges caused by poor workman ship or failed pumps. Every one of those man holes need a drainage retainment pond built to catch that run off! My son is building a house and was told by York County before any work is done he needs a retainment pond in place. It is zoned as a development with only two house's but the land partial was split in five sections when sold 20 years ago. So a $1000 dollar fee to get it a permit. NC gets free ride around go with free flow into our water system down stream!
