do you have room for toggle bolts under the floor they should work
Butch,go with what strmwalker suggests. I have used these on trolling motors and once tightened they won't come loose. I think you can get them in stainless at home depot or lowes.

Tee-nuts, also spelled t-nut. They self anchor on the back side of the plywood, and the tighter you screw in the bolt the tighter they hold. You have a 3/4" access hole to stick it through, attach to your finger tip with 2 sided tape, use the bolt and a washer to seat the t- nut. Once both holes have t-nuts install base. Done

The dowel rod tip is also an excellent idea. It works well, and have used it many times. In fact that is how my gutter downspouts were anchored to my brick siding. Wee because I no longer have gutters, I now have a French drain.
