The lift pump should be roughly the same as what you worked on....so go ahead and tackle it.
The second pump....or high pressure pump is not serviceable.

After 2006 the Mercury 9.9 does not require the filter to be changed as there is NO external filter.

Running the engine prior to changing is a good idea as it does make the oil thinner allowing...

Idles and runs on all 3 all the time.

Normally its carbs that cause the poor idle on those.
If not that, timing or too low of idle speed.

Normally you can just give the shaft a rap with a dead blow and it will come out.

I have seen in the past...pinion nuts welded onto the shaft.

Remove the sending unit.

Hook an Ohm meter up to the center post and the grounding plate.

Move the sending unit arm through the entire range.

If the needle is not steady start to finish....

The engine is running lean at idle and stumbles to find fuel.

Check and clean your fuel system.

If its a water sep filter, you should change it seasonal...or in the least empty it.

Gear oil, check it periodically through the season...change at the end.

Spark plugs, look for the electrode...

Running the carb dry can cause problems with the fuel pump diaphragm.

I know that the owners manual says its OK...but its not.

I would not advise to do it that way.

Drain the carb.
Force high pressure air into the float bowl via the drain hole...this gains access to the jetting and clears them for storage.

Yup, most times it means the cable and or thru tube is due for a change.

Try lubing the choke.

As for a chirp...its generally a intake port leak.
OR...something super tight that is allowing compressed air to escape.

Advance timing could be tested statically...to see if its full advance or breaking down at any time.

You have the optical eye ignition system on there and I have seen the power pack do some flaky stuff.
