Since you run that outboard on a regular basis there's not really a need for any stabilizer, however if it's gonna set up for a while stabilizer or Sea Foam should be added to prevent it from souring...

Surface temps....
When I went the other day the surface temps were around mid-40's. It fluctuates depending on where you're at, of course. Needless to say it's cold enough to make my hands hurt when I washed them off....
