Tried it one time in 5 gallon buckets with concrete. Bamboo is a lot more buoyant than wood so when we threw it in the lake it floated. Needed more concrete or less bamboo.

IMO, this is a reaction to them getting publicly skewered in Dec when they didn't lower the lake before the big rain and everyone got flooded. The difference this time is the lake had plenty of room...
