Yes you can still launch, but the water is dropping fast. And yes, it can get to low to launch. I can't remember the last good rain we got and they are sucking out the water like crazy for the rice...

on average, 1/2lb. per person-fillets, 1/4 lb. french fries, and half as much hush puppies. This is for crowds of 100 or more. If your feeding more men, need to add more fillets, 3/4 to 1 lb.

guessin, I'd say the fish are deep in the cover. The water is probably up into "new" vegetation, buck-brush, etc., and so are the bait fish.JMO
