Actually I think it was a little of both. Minnows and jigs, that is.
I was also told that the mini Keystone minnow is "the bomb"... but I've never tried it. I understand you can get those type...

Got a pretty good source for Tobo fish catching info.
They are biting around the dock lights late in the evening AND close (very close) to the banks about two hours before dark.

I had the exact same issue when I tried to enter coordinates into my Lowrace HD from a store bought lake map.
What I found was the info on the maps ... chose Lat/Long and then mins and seconds......

Flushed Gas tank, fuel lines and engine...... 2/3 lake water in tank. (no fish) lol...
replaced spark plugs... water fouled.. (that's a first for me)

The main river of the lake is very muddy all the way through. A few fish were being caught at the mouth of Swift creek to Smoke Bridge. Water was clear at this part of the lake. Cedar creek clear and...

Of course... anytime I go fishing where there are a bunch of docks... I love to bring my cooler... my hibatchi grill. I tie my boat off on the dock.. pull up one of their lounge chairs... fire...
