Yes it is a small collar and the tubing is hollow silicone cord used for plastic beads from hobby lobby cut to size and threaded on hook shank with thin coat of 318084super glue.

The silicone tubing is for adding a little more...
The silicone tubing is for adding a little more thread behind the head and also used if using plastic baits to help hold them on.
