I am looking for a spinning reel that I can use for bass and panfish. I am looking at the shimano 1000 to 2500 models.

Have Shimano 1000 & 2500 series reels .... and use them both. All I do is change the spools, which are spooled with 4lb line for Crappie, and 10lb line for Bass .... that is, when I'm specifically targeting each species :p --- 'cause you never know when one or the other is going to snack on your bait, when you're not specifically fishing for them :D You can't really control that .... LOL !!!
Got a couple of 308X Mitchells, too. Got no complaints about them, either. And I wouldn't hesitate to use them for either species.
I think you've got the right idea, in reel size ... so now you just need to see how each size balances with whatever rod you intend to use. Even a heavier "balanced" outfit will fish better than a lighter, unbalanced one.
Even though it really isn't ... a butt heavy outfit "feels" heavier than it is. And a tip heavy outfit is more prone to wearing on your wrist, and tiring you out faster. When the rod/reel are a balanced pair ... you don't notice it so much, when the total weight is greater than what you're used to using. And a light weight outfit feels even lighter than it really is ... and either one makes for less effort & fatigue, when casting or holding the rod for extended periods.

I grew up on Mitchell spinning reels 50 years ago..... Now I have some Shimano 1000, 2000 and 2500......I use them for bass (50# Spectra braided line) and panfish (6# & 8# stren gold mono).......rods are 6'-6 and 7' med heavy (bass) and 6' (Bass Pro shop) med Lt for panfish......I love them all especially the "Quickfire" release on the reels......you can get back in the water quickly...........................use the lock on the bottom of the reel to make it "anti-rverse).......best deal I see on these reels is here.....

I use Shimano Sonora 2500's for my non-panfishin'... but when I am just goin out for crappies/gills, I start out with my 5' UL cabela's tourney trail rod and my cabela's fish eagle tournament II 1000 spinning reel.
I snagged the Fish Eagle tourney II on sale and thought it'd be a nice panfish/ice fishin reel. It has been excellent so far with 4lb mono.
The real test (no pun intended) was a week or so ago when I was out panfishin, and hooked into a 4' musky. Fought it for 25 minutes on the ultralight setup and everything held up well. Brought her in to the dock 5 times, the 5th time she ran she tossed my hook (felt like getting dumped by 3 girls at the same time). Anyway. the cabela's fish eagle tournament II is a pretty decent reel for the 20 bucks I spent on it.
