You may be better off asking question on the Ohio or Kentucky board. River is a mess here in the Meldahl pool at the moment but falling so it won't be long hopefully. Never fished the Portsmouth area myself other than Greenup dam for hybrids/sauger. I would guess the marina at Shawnee would hold some fish at times. We've caught them out of Kinniconick on the Ky side but it's been a few years since I've had my boat in the there. Looking forward to going myself. Good Luck
