Hooks seem too small for tack and too close together for a coat rack. Would make good pole holders for the garage if you painted the hooks with
tool handle dip (plastic dip). Would hold 8 poles if you turned one one way and the other another.
I have some old cast iron hooks from my property but they are configured vertically.
Anyone seen something like them before?
Any ideas?
I'm thinking of getting them powder coated for decor inside the house and trying to think of colors.

As sturdy as they are built they must have been a rack for steel bars or axles of some type.

I agree with the others, they are way overbuilt for either use. It takes a pretty good sized bolt or spike to attach them to whatever they were supposed to be attached to. Maybe someone will know exactly what they were originally designed for. Either way, they're cool looking things.
My wife says those are coat hooks, she has seen them many years ago. They would be nice in a hunting cabin to hang wet clothes on. Awesome find for sure.

Awesome hooks, whatever you decide to hang on em. A suggestion, treat them with Ospho. No it isn’t misspelled. It’s a rust treatment used by the navy and body men for a long time. It chemically stops the oxidation process and properly done, you’ll hand those hooks off to your kids. The steel will turn black again and have no orange fuzz coming off of it. I did a 6” planer with a 4’ deck that had been on a porch here in FL for a few years and never stained a board after I treated it. Hardware stores and paint and body supply stores carry it.
