That is 100% correct. In the instant case of the Saints game: Not only did the Rams defensive player commit blatant defensive pass interference... but he also violated the helmet to helmet contact rule of the NFL when he so blatantly blind sided the Saint's receiver. Either of these penalties would have awarded the Saints first down yardage, better field position and would have made it quite likely (way more likely than not) that the Saints could have/would have scored... putting the game out of reach of the Rams with only a field goal (ie. (only) three points).
