The best way to tell is how they behave when you catch them. Especially at night. A white perch will always flare their gills and try to hurt you with their fins. White bass fight harder but are much calmer after they're caught.
I do agree that that the larger ones look like white bass and High Rock is really putting out some nice ones the last few years.

Just to be honest with you I didn't even know they had put a size limit on them, just goes to show a man needs to keep up with the regulations. We use to kill em below the dam at lookout on the catawba river but I don't even know if any are in norman anymore because of the perch. I feel like all I kept were at least 14" though

Yeah I've caught a few good flathead drifting at norman using fresh cut perch on a santee rig. I enjoy catching them, it's kind of slow and hot(temperature) but there fun when you get a good one. Thanks for the tip
