I ran into a similar issue a couple weeks ago at south fork. It was a mess....I was fishing out by the bridge near South Fork and saw a guy at the ramp with a massive cigar boat have problems getting it started. There are only two courtesy docks at South Fork. I didn't think much about it and fished for another 45 minutes and then decided to head to the ramp. Got to the ramp and he was still there trying to fix it. This was at around 2p.m. and you had boats trying to load and unload using one ramp. Traffic was backed up past the pay station with boats ready to launch. It was finally my turn but had to tie off to the dock on the other side instead of the ramp side. Got in my truck and back the trailer into the water. Got back in the boat and turned around to load and a guy had parked at the dock right behind my trailer and the owner of the boat was gone so I could not load. So we have 1 ramp occupied for over an hour trying to fix his boat and the other ramp has my trailer in the water but can't get out. 20 minutes later the guy finally shows up. Said he was up in the parking lot tying some lures on...By the time I pulled away, there was still only one usable ramp with about 15 boats waiting to get wet. It's obvious I need to get off the water sooner.
