In no way should they be able to ticket you once off the water and cleaning your fish with the boat trailered. If they did for some reason I don't think it would be very difficult to get this thrown out as common sense has to be applied in these situations. They are there to protect resources and enforce the laws, but not to harass fisherman just trying to clean fish legally caught. Most judges would strongly frown on this if brought to them and consider it a waste of their time.

On the water in a boat or pulled up to the bank I see an issue. If your boat is trailered I don't see how they are going to give you a ticket unless you litter.
