If I was coming in from out of town i wouldnt mess with the lower lake. I have caught smaller fish on the lower lake this season and its been tough down there cause they been messing with the water so much. I would be in the bushes on the upper lake if it were me. Honest opinion but do what you feel you need to.

This is spot on, fished the lower lake once and would much rather be on the big lake.
