    Prayers for all involved.

My question is why would they be lifting another boat with people aboard? Seems like they would be required to get the people onboard the rescue vessel before trying to lift a boat.

You would at a minimum think they would be in pretty extensive flotation gear?

Went back and reread the article. Said they were doing a exercise which to my military mind says practice. I’m like Mr Dux, makes no sense why they would be doing a practice lift with people aboard and at the very least everyone all life jacketed up.

The article didn't say if they had life vest on or not. With the swift current, under tows, and wakes from the shipping traffic your lucky if you survive even with a jacket on.
