Here in Michigan right after ice out can be some of the best fishing of the year. Look for shallow canals or shallow, dark bottomed flats and you should find fish. If the flats are on the north shore and have cabbage, all the better. These areas will warm up first and attract bait fish and the crappie, bluegill and bass will follow. I usually use a crappie minnow on a #10 treble under a bobber or a 1/16 oz jig with plastic under a bobber. Wax worms or red worms on a # 10 gold aberdeen hook works good for the gills.
