Does it happen when backing the boat? If so the surge actuator is prolly getting compressed by the trailer weight. You probably need a lock out solenoid similar to this. Just a moment...
can someone tell me how to get my surge brakes from dragging? i know they need to make light contact but mine make all kinds of weird noises… my boat trailer is a year old… once you’re going down the road it tows great. only makes the noises at low speed… kinda embarrassing at the boat ramp. thanks in advance!!

it’s the most noticeable going forward… i don’t notice it going backwards actually. i have re-bled the brakes and it’s still noticeable…
Disk or drum? If disk, remove the slider pin, clean, and regrease. If they're drum, I can't help ya.....
